November, 1917, I have to say that there is no question

about the admission of the wines free of duty at the time

I mention and my letter te a commission firm which handled

the business indicates that you were in charge of the

imports and exports eff:06. I assume that since you have

taken the matter up with the government it is official

and final which, of course, leaver me no alternative but

to report the matter to the government at Washington in

connection with the extension of privileges it has made

British oonsular officers in the United States. This seems

a little unfair but I dont know what else to do under our

instructions. However, I thank you oondially for the

courtesy you have shown in the matter.
